The government must ensure that citizens’ personal data are secured and protected included financial and transactional data. Besides, government must have a strong security systems for electronic communications which is reliable, stable and up-to-date. So that citizens do not have to worry and put 100% of trust on e-government.


  • Awareness.

Government can do some advertisements and launch some events or programs in schools, colleges universities and at different places and states. By doing this, it can increase citizens’ knowledge and awareness of e-government site.

  • Informative.

Government must ensure that the content is informative and usefulness to citizens. So that they can understand its purposes and take it seriously. The most important is the content must be free from errors. Some guidance should be provided and must make it simple as some citizens are not computer literate.

  • Ease to use.

The government must ensure that the design for e-government is simple and nice which can acceptable by all citizens. The ability of accessing and performing tasks must be quick, efficient and effectiveness in order to satisfy customers satisfaction.

In this 21st century, e-learning has gained everyone attention and popularity due to the rapid growth in development and technology revolution. E-learning is available and offered in Malaysian universities. It is so flexibility where information is delivered via online for purposes of education, training or knowledge management.


According to the students perspective, e-learning can help the students to save money and time, especially to those students who drive the cars to campus. Instead, e-learning may also have drawbacks. Students who are poor, they cannot afford to own a computer with high-speed internet connection and some multimedia tools to support the services. Those are costly and increase family burdens. In additional, not every students are computer literate. For example, some poor students do not own a computer so they will have difficulties to access to Internet and deal with the hardwares and softwares. Thus, training is needed for the students. Besides, there is a potential problem where students lack of interaction with instructors and public. This will reduce students’ verbal skills and communicating skills. Even sometimes there are some problems that cannot be solved via online. For instance, mathematical problems that required working and steps as solutions. So it is very hard to be showed and taught via online.


Nevertheless, some students prefer traditional classroom training. This is because they feel that the ability to understand in traditional classroom training is higher compared to e-learning. By using e-learning, they may also face some problems due to interruption of internet connections such as disconnection. Another potential problem that most worrying people is students may become more lazy and less motivated. This is because everything is done electronically and lack of face-to-face communication. Thus, misunderstanding may arise between students and lecturers.


In a nutshell, e-learning is useful and benefiting which can enhance the quality of teaching methods and provide a good service for the students. A review on a post on Legal from My E-Commerce blog

After viewing the post, "new rules for cyber cafes soon", from "my E-commerce blog", I found the new rules have been established for Cyber Cafes. Hereby I have some brief comments regarding the rules and regulations set by government in order to control these kind of businesses.

Before that, I would like to restate the rules and regulations set by our government. First of all, the Cyber Cafes should operate till midnight daily. Second, the premises must use tinted glasses to allow people to see through inside from outside. Third, the premises can only be allowed to operate at the ground floor. Fourth, those under 12 years old must be accompanied by their guardian or parents and can only enter in the premises area till 10pm. Fifth, the Cyber Cafes are prohibited from providing gaming activities, gambling, pornography, music and publications with negative element. Sixth, the Cyber Cafes are not allowed to sell cigarettes and alcohol. Lastly, Cyber Cafes have to record the entry and departure time of the patrons.

Although these rules and regulations have been established by government, I do not think that the rules will be followed by the owners of Cyber Cafes. This is because from my observation, I had been seen many Cyber Cafes, that do not close their operation at mid night. besides, the Cyber Cafes I had enter before also do not close their operation during mid night. This evidence can be shown in Bandar Sungai Long here, all the Cyber Cafes open 24 hours and still got a lot of teenager stay inside there atfer mid night. Even though the police are patrolling all along, they do not ask the owners of those Cyber Cafes to close their operation.

For the second rules set by the government, the premises have to use tinted glasses and located at ground floor. As what I had seen before, many Cyber Cafes in difference geographical area use tinted glasses and located at ground floor.

However, the government has establishing the rules, not to let children below the age of 12 enter the Cyber Cafes without parent accompanying them. In fact, I never seen this rules is follow by every Cyber Cafes because I saw many children who below the age of 12 at Cyber Cafes there alone. This will give negative impact to children.

Another rule is book log to record the entry and time of the patrons. The owner feels that it is unnecessary to record on every people who come into the cafe. Even if they do so, this will not guarantee the people will fill up details correctly. They may give false name and identification.

One of the rules are prohibited from providing a gaming activities but in fact, I have seen many of the cyber cafes were major in gaming purposes. From my observation towards those cyber cafes, many people go there is for playing games instead of studying. in addition, the worst thing that I even saw is that they did sell cigarettes to the customers inside the premises.


In conclusion, even though new rules have been established to restrict the cyber cafes' operation, there were majority of them do not stick to the rules as they wanted to make more profit. Therefore, the government should give some punishment to the owners of the cyber cafes who does not complied with the rules. For instance, compound should be given to the owner who does not follow the rules and their license should be terminated. So that they could not operate their business again in future.
